People wondered if Luffy deserves to earn the title of Pirate Emperor and a 1.5 Billion Berries Bounty but there might be an alternate reason why the news reported Luffy in such a light. Luffy is a serious threat to the world: he has defeated 3 Warlords, destroyed Enies Lobby, declared war on the World Government and broke in and out of Impel Down with a large group of criminals and brought them to Marineford. He also infiltrated Big Mom’s territory, Totto Land, where he defeated Charlotte Cracker and Charlotte Katakuri, two of her Sweet Commanders and escaped.
Not just that, he now has a Grand Fleet of pirates, he is the grandson of Monkey D. Garp and the son of Monkey D. Dragon as well as being Sabo’s brother, he has allied himself with Trafalgar Law and is gaining many countries as allies and has friends like Silvers Rayleigh and the Yonko Shanks. In his crew not only does he have very powerful crew members but some of them have strong connections. Sanji is a Prince of the Germa Kingdom, Franky is a student of Tom the man who built the Oro Jackson and all though he destroyed the blueprints he might still hold the knowledge to built Pluton; Ussop is the son of Yassop, Nico Robin is able to read the ancient writings and can actually find the One Piece and finally they now have Jinbe a former warlord.
As son of Dragon and brother of Sabo Luffy has the Revolutionary Army as a likely ally; with Jinbe the Sun Pirates are now also allies to the Straw Hats, the World Government might not be fully aware of Sanji’s relationship to his family so they could count them in. The point is that Luffy holds a lot of power and fighting him might not be a good idea. Instead the plan should have Luffy killed in a war against the rest of the Yonkos.
By having Luffy announced as the next Emperor it angers Big Mom and Kaido. The World Government might also be interested in Wano but do not wish to invade the country and start a war. Instead their plan is to have the Yonkos kill each other or injure each other enough and have them damage Wano in the cross fire and once it’s over they will invade Wano and take over as well as take out 3 big named pirates in the world.

Could Shanks Be World Government's Ultimate Spy?
Now I barely read or write one piece "Theories" because lets be real, majority of the times they turn out to be straight up wrong, but this time I really feel like its possible due to context provided to use through out the one piece manga. Above all else, this panel by far caught me off guard, and I was like "Whoa, what in the hell just happened??!!!"
I was just thinking why are "Pirate Hating" World Government allowing one of, if not the most, notorious Pirates in the World inside the place treated as a sacred temple of World Government. Why is it that Gorosei are not reacting more abruptly, why aren't they in a mode of turbulence, how can Shanks just walk in?
Well after initial shock, things kinda started getting in place. First thing that I thought about was this dialogue from Sengoku when Shanks showed up at Marine Ford to "Stop the war"
Why is it that Sengoku who should be proud of Navy's victory and used Whitebeard's and Ace's bodies are victory trophies just give in to Shanks' demands? Now a lot of Yonkou fans obviously have their own interpretation of it "Oh Sengoku was scared of Shanks so he just let him do it" but even when I was done watching Marine Ford (When I was a casual fans), I was thinking Marines just annihilated Whitebeard Pirates and all their top dogs are still fine so it definitely not the fear of Shanks that is stopping them. But I didn't think much then, I just reached the conclusion that Sengoku simply respects Shanks' diplomatic and peaceful nature despite being a Pirate. But after the latest chapter, I feel (and I could obviously be completely wrong), is that it is partly true that yes Navy as well as world government does respect Shanks' philosophy of peace, but mainly because Shanks is working with or for the World Government.
But why is someone who prides his Freedom work for World Government?
Well to answer that question, I will first talk about the fact that my perspective on World Government has changed after the latest chapter. I used to think, while the Marines, just like Pirates have both good and evil, World Government in itself is to its very core EVIL and it was mostly because of what we knew about Celestial Dragons. But then we saw this.
It really speaks to the uniqueness of One Piece as no one side is try evil or good, its not Black and Whitebeard but rather Shades of Grey in all factions in OP World. There are good pirates like Luffy and there are evil pirates like Doflamingo, there are good Marines like Fujitora and there are evil Marines like Akainu (Akainu isn't really that evil tbh, I can make a big ass post about him making him low key look like a saint and major lee hung would appreciate it, but just bare with me here, its pretty late and I needed a example) and there are Good Celestials like Mjosgard and there are bad Celestials like well every other Celestial we saw on panel.
Anyways I went on a bit of a tangent tangent there, the point I was trying to make is that World Government is not all evil, but that still doesn't explain why Shanks would ally with them. Well if go one step further and look at it from real life perspective, there has been through out history some supposed renegade organization, from the top of my head say "Black Panther" back in 80s, who have arguably done more good than bad, while there have been corrupt governments, Government officials are still generally looked at the ones responsible for maintaining Peace and Protecting Citizens.
Shanks to me comes off as a Man, wanting Ultimate Peace and someone who hates unnecessary blood shed. That is why he took all the insults from Higuma (Well besides the fact that he wasn't worth killing), only to get one of his soldiers killed when it was absolutely necessary. That is why despite it not being his business, he took the trouble of going to Whitebeard's ship and warned him about Blackbeard and pleaded him to stop Ace.
I think Shanks has allied government so that he could warn them in the case of turbulence from the pirate, being that he himself is the one and has inside knowledge. In return I think World Government sort of treats him like they treat Warlords and let him do his thing without bothering him much as they know he is not someone who will go around killing or looting innocents.
Now I am not saying Shanks is definitely working under World Government like Mihawk is (Who has his own reasons not as noble as Shanks of course), he could just be working with them as an equal.
Well damn I typed a lot and most it it could be nonsense you but if you have gotten this far thanks l

Kuma is still Alive And Dr. Vegapunk is a Revolutionary
Dr. Vegapunk is the leading scientist in the employment of the Marines. His work includes discovering the secrets and uses of seastone, the secrets of how Devil Fruit powers work, the co-discovery of the Lineage Factor and its applications, and various other scientific achievements that are said to be at least 500 years ahead of current technology. He hails from the technologically advanced Karakuri Island.
Vegapunk has yet to make a personal appearance in the storyline. Dr. Vegapunk is famed as the greatest scientific genius the world has ever known, having tremendous knowledge and unmatched understanding in multiple, different fields of science, ranging from cell biology to military technology, as noted by Franky. His scientific expertise is said to be at least 500 years ahead of his contemporaries. Vegapunk was once arrested by the World Government for his dangerous experiments in relation to research conducted into the Lineage Factor and cloning. Despite this run in with the bureaucracy, he was employed as their chief scientist in the Marines. So Vegapunk is being kept against his will, and is forced to make weapons. The Government isn’t watching his back, they’re watching his every move!
If someone like a Revolutionary approached him with a plot to overthrow the Government, he might listen to it. If it’s a good plot. And Dragon seems like a guy with some good plots. But of course, Vegapunk can’t openly support them, and the less people know about his involvement, the better it is for him. So Ivankov doesn’t know he’s an ally. Hell, even Kuma might have been kept in the dark. At least, he seemed sure he would die if he went cyborg, which Vegapunk wouldn’t do, would he? Not, just because he’s secretly a Revolutionary ally. Kuma was pretty mindless during the war, or just pretty amazing at the undercover thing. Ivankov is still alive, right? Or maybe Vegapunk is keeping his brain in a jar somewhere. At least, I think it’s pretty sure Kuma is gonna show his personality when the Government does not expect it, and it will be amazing. And Vegapunk is probably gonna need rescuing when his betrayal comes to light…

StrawHats Advantage against the Yonkos and the World Government
So with Luffy D. Dragon now being acknowledged as the “5th Emperor among the Yonko”, I realized that Luffy’s power comes from him not having anything to hold him back. The world balance being kept as is from the beginning of the story is because if any of the Yonko or the World Government makes a move the other Emperors (or the World Government) will use this chance to gain something from it, for example:
If Big Mom tries to fight Kaido in order to get a copy of the Ponyglyph or vice versa, Shanks, Blackbeard or even the World Government could use this chance to their advantage.
Same with World Government…if they try to capture one of the Yonko, it will need all their military power to put on a fight and that will leave the world nobles and their bases without anyone to protect it.
But with Luffy in the equation, everything crumbels. Him essentially not needing to protect anyone that stays at the same place all the time, gives him the freedom to fight anyone he wants without worrying about them. He went to Whole Cake Island, gained things and left things behind but in the end he still survived and is on his way to fight Kaido. Wether he defeats Kaido next arc or not, I am sure he will come out with at least damaging Kaido’s territory and defeating most of his strong fighters (Calamities, Shogun, etc…). And here is the thing: when Luffy escapes from an Island, nobody knows where he is at or how they can lure him because he himself doesn’t have a territory to return back to and if Kaido or Big Mom wants to chase after him, they need to risk leaving their territories in the open for a long period of time because as far as we know they won’t be able to pinpoint his location quickly. Imagine if Luffy has a territory at his current strength, firstly he won’t be able to protect it from other Yonkos and the Marine. Secondly Luffy’s way of life is that he wants to have adventure not staying at the same place for a long time. Him also having kingdoms that support him in secret (Alabasta, Dressrosa and Water 7) works to his advantage as nobody knows about them except Smoker (Albasta), Fujitora (Dressrosa) and Aokiji (Water 7) which are considered very honorable people. That leaves us with Fishman Island which is supposed to announce soon that they are under Luffy’s protection and I think it being so far away from where the Yonkos are and directly under Mariejois will make it hard for anyone to attack it.
